Just a different way of saying:

Activate in-store or over the phone and pay a $50 activation/connection fee.
Do it yourself online and save $50.

I've never understood the concept of an activation fee.  It just discourages
people from signing up.  Want the privileged of being our customer and paying
us a monthly bill?  That'll be $50.
