It's different from BBS to BBS. Here on this BBBS the CHRS will always be
LATIN-1 unless a users changes their code page settings.

On Synchronet it is dynamic. When SBBS saves a message it looks at the content
and sets the CHRS based on what it finds. It may use a CHRS of "ASCII 1",
"CP437 2" or "UTF-8 4" depending on what it sees in the message.
