   Most people don't get severance when they quit or retire ... severance on   
   layoff wasn't impacted.   
      
   And all existing staff were given the option of taking what they had already   
   accumulated immediately, or at retirement.   
      
   The Harper Cons are gutting front line civil servants - while lining   
   their own pockets with 'delayed pension contributions' and salary caps.   
      
   You're either not very clued-in, Dobranski, or you're hoping only the
