   What "shenanigans"?  The CPP amount has been going out exactly as laid out   
   in the legislation.  The last relevant change was in 1997, when Paul Martin   
   brought in Bill C-2 which increased the contribution rate, in steps, to   
   4.95%.  Every increase since the rate hit 4.95% has been automatic, and   
   based on increasing wages, and on nothing else.

   Yes, The Actuary thinks the CPP is in good financial state ... so long as
