   Think about that . . .  they're running a deficit - along with the   
   inherent interest costs - while holding a "3 billion contingency fund."   
      
   Why would anyone do that?  Any hints that they're 'playing the voters'   
   again, going into a 2015 election?   
      
   And who do you think is picking up the costs of the funding cuts to   
   provinces during the time that they're holding onto our money - in their   
   'contingency fund'?
