   We not only "know" who owns all the cars, but we have tested them to   
   make sure they're able to operate those vehicles safely.   
   And yes, it HAS made the death tolls drop, even though the number of   
   vehicles on our roads keep increasing.   
      
   It's not LAWS that keep us safer. . . . it's ENFORCEMENT of those laws.   
    Something that Harper & Co decided wasn't worth spending our tax   
   dollars on.   
   It was more necessary to spend them on lawyers defending their own   
   government's actions in federal and Supreme Courts.
