   No, they don't. You have to get permission to run for office, including   
   municipal council. Get high enough up in the public service, and the only   
   political action you can take is to vote ... no donations, no memberships,   
   no signs on your lawn.   
      
   Of course,there is always the alternative of quitting, but they're still   
   bound by the oath/affirmation:   
      
   I, _________, swear (or solemnly affirm) that I will faithfully and honestly   
   fulfil the duties that devolve on me by reason of my employment in the   
   public service of Canada and that I will not, without due authority,   
   disclose or make known any matter that comes to my knowledge by reason of   
   such employment. (Add, in the case where an oath is taken, “So help me God”   
   (or name of deity).)
