   You didn't read, or couldn't understand the article, could you, Carr?   
   It would cost a helluva lot less than welfare, disability payments,   
   chronic healthcare spending, and EI for most of those who currently are   
   on those programs.   
   And with some security, those people are more likely to take on extra   
   employment to supplement the paltry $20,000.
