Did you see Rob's post in FIDONEWS?

I have Equinox BBS listing with the TLS option on port 24555. Feel free to try
if you can. I'm not sure how to run binkd in TLS mode to other nodes, and I'm
not sure I have all the needed bits to receive securely. But it's a start.
