   section 8 program in the projects is failing miserably.fix this. absentees

   the gangsters don't complain and the rest of us have to suffer. a third world   
   ghetto of criminality like iin oliver twisst i s allowed to thrive. and the   
   best they can come up    
   with is no smoking tobacco? so it can be easier to rent out to yuppies abnd   
   convert to condos for yuppies and notell motels. sheesh.  we need elliot
