   are gone since it's a sanctuary city that doesn't really report   
   statistics on all the residents.

   How many are leaving and hoping Creditors can't find them and they don't   
   put in for a change of address. Thousands more or hundreds of thousands   
   more?  There are more poor who want to disappear, than there are wealthy   
   who actually want their bills so they can pay them from their new address.
