This has sparked intense legal and political debates,       underscoring the complex interplay of civic engagement, legal       challenges, and electoral dynamics.              Lower courts ruled the ordinance violated the state constitution       limiting voting to citizens. The City Council’s appeal seeks to reverse       the rulings that invalidated Local Law 11, enacted in 2022, which aimed       to extend voting rights to non-citizen New Yorkers with legal status,       such as green card holders, in local elections.
