   Bullshit that they're "without a contract". Are they getting paid?   
   Is their healthplan getting funded? Is money being sent to their   
   pension plan?   
      
   This is the nonsense that NYC gov't workers peddle all the time.   
      
   The reality is that (in the vast, vast, majority of case) the   
   terms of the previous contract are simply extended.   
      
   The "we're working without a contract" meme needs to be   
   properly read as "we haven't gotten any additional raises".
