   Well, having come close to being kicked in the head by that sort of thing, I'm   
   not sure the activity is so safe and ought to be permitted.   
      
   As to inflicting lifetime unemployment, that is an altogether separate issue.    
      
   A sad fact today is that we use the criminal justice system to deter some   
   behaviors; and there should be other deterrents not involving the cops and   
   jails.  Unfortunately, the reality is that if a train conductor or token clerk   
   asked someone to cease    
   smoking or dancing or whatever, they'd likely just laugh in their face and   
   keep on doing the activity.  So, more aggressive means are necessary and thus   
   we have the cops.   
      
   (The same thing happens in schools--kids refuse to listen to school teachers,   
   so they bring the cops in).
