   The issue wasn't so simple as the train operator was directed to operate wrong   
   rail (per the article).  The train apparently was running at 'restricted'   
   speed, 10 mph, prepared to stop short of an obstruction, another train, or   
   broken rail, and it did.   
      
   But I don't know why it didn't hit a red signal, or the opposing train hit a   
   red signal.
