   After the repairs, will the tunnels have emergency hurricane doors or another   
   way to keep water out?  Or will the structures and wiring be resistant to salt   
   water damage?   
      
   If not, isn't it kind of futile to do these decade-long repairs, when the next   
   superstorm could flood them all over again?
