   Tuesday's public hearing at Borough Hall on the controversial Cross   
   Harbor Freight initiative may have lacked in attendance, but there was no   
   shortage of enthusiasm from both sides of the issue.   
      
   A dozen people gave testimony on the Port Authority of New York and New   
   Jersey's proposal to better transport freight through the New York City   
   metropolitan area via either rail or waterborne options, such as a train   
   tunnel or barging. And some of it was spirited.
