    One of my proteges at the FCC who worked on this (no longer with the   
   agency) said that there is plenty of blame to spread around,  starting   
   with The Congress failing to designate a reserved slice of spectrum   
   when it mandated PTC,  necessitating the RRs to negotiate (buy)   
   transfer agreements from existing users, and so on down the chain.
