   I can't speak for CSX, but I think they'd be very much opposed to any such   
   plan.  It's a single track line, now very busy with oil shipments as well as   
   regular freight traffic.   
      
   Also, I don't know if there still is an adequate track tie-in at Bound Brook.   
      
   Besides, it wasn't the NJ side that was blocked, but the Penna side.
