But, as said, I don't know the gory details.              In a history of the St. Louis Car Company, the managers said that dealing with       the NYCTA in the 1950s. If there was a question about the specs, they'd phone       the 'TA and get an answer. But in the 1960s, it was much harder, every       decision had to be        approved by a committee, and things got dragged out.              Would an authoritarian manager do better? Well, Moses couldn't stand delays       in his construction projects, and he was always pushing very hard for fast       work. However, he wasn't particularly cost conscious, and if expensive       overtime was needed to Moses'        schedules, they used expensive overtime.
