   IMHO, if indeed WMATA is poorly run, adding a layer of bureaucratic oversight   
   will only add expenses, not result in any more safety.  Years ago, SEPTA had   
   problems, and the state insituted oversight.  It was a joke.  It was only   
   obtaining new sensible    
   non-political management for SEPTA that conditions were improved.   
      
   For example, SEPTA's 50 y/o Silverliners were prone to catching fire (as were   
   its 55 y/o subway cars), despite FRA monthly inspections.  The real solution   
   was retiring the ancient equipment that was past its useful life.   
      
   The real solution to WMATA's problem is getting the agency to run properly.    
   This isn't just in terms of safety, but overall reliability and efficiency,   
   too.
