   Ok, this is the sort of question that I'd   
   have thought would be easy to answer. But..   
   it ain't so simple to look up:

   Since the cars are (when validly tested) failing   
   all the various State (where applicable) tests,   
   what's happening to the diesel cars in, say, NY?   
      
   Are people still allowed to drive them on the roads?
