   >Is that a "Chinatown bus"? It couldn't afford $10 fares if it had to pay for
   use of the terminal.

No, it's a Megabus. For the benefit of anyone else who's been living
under a rock for the past decade, Megabus is the same company as Coach
USA, a subsidiary of UK transportation conglomerate Stagecoach Group.
A lot of familiar commuter bus lines like Short Line, Hudson, and
Suburban Transit are now owned by Coach USA.

Megabus have airline style fares and online ticketing. Each bus has a
few very cheap seats that get snapped up the day they go on sale, and
fares that get progressively higher as you get closer to the departure
date. In NYC they use curbside stops, but in other cities like
Boston, Buffalo, Cleveland and Washington DC they use regular bus
terminals. The buses are comparable to Greyhound's (except that
they're double deck), and have toilets and wifi.

So anyway, if there were a bus terminal in NYC that could handle
double deck buses, there'd be buses that could use it.
