   The Southern Tier is generally considered to be the counties along the   
   Penna. border so Broome (Binghamton) and Tioga (Owego) and Chemung   
   (Elmira) are Southern Tier.  I suppose some people might include   
   Tompkins (Ithaca), but I wouldn't.  We can argue about how much of   
   Steuben to include.   
      
   You are certainly right that the railroad in Ithaca, which still has   
   regular freight service to the salt mine in Lansing, comes from the   
   south.
