   Dunno about that one, but... some of the northern NYC   
   suburban buses coming into town pulled off that "we're   
   interstate, so fuck you NYS/NYC DOT" deal because a   
   small segment I-684, which runs from (clickety click)   
   Carmel NY south to Portchester (where it meets up   
   with the Cross Westchester, etc...   
      
   Anyway, since Ct. has a bit of a wedge into NYS along   
   that route, part of I-684 is in Ct., the bus companies   
   were able to get away with it for a while   
      
   I remember the fighting about it, very roughly 1990   
   (which could be off by a decade..). Somehow or other   
   NYC was able to establish control over them
