   The Acela equipment is about 20 years old.  The Amfleet I cars are 40   
   years old but it's all been rebuilt and I believe is in prettty good   
   shape.  They're redoing the interiors this year and Amtrak has an RFP   
   for new short distance cars with proposals due May 1.

   That has always been the rule, but it has always been spottily obeyed.
