   Maybe the best one was when he shifted billions from the Port Authority   
   (not that it was exactly squeaky-clean) to the Pulaski Skyway rebuild.   
   (The main roadway was actually finished a few months ago, but the ramps   
   of the intermediate exits are still closed.)   
      
   That was after killing the ARC Tunnel, which would have been done by now,   
   so they could close the existing tunnel for a rebuild after Sandy. And in   
   the process demolishing the best McDonald's for miles around, as well as   
   a large self-storage warehouse.
