   Now divide the $12 billion by 2 ($6B per year), now divide the $6B   
   by 365 (I can't be bothered to open the calculator app), now divide   
   that figure by 2 million or so (average daily ridership), and that's   
   the amount of Federal subsidy needed per ride.
