   It's a problem for people who imagine they have an inalienable right   
   to drive into midtown and park for free.* Other than that, seems pretty   
   good.   
      
   London and Singapore have had congestion charges for a long time and   
   it works great, cuts down the traffic somewhat and supports the public   
   transport.  What do they know that we don't?   
      
   * - Note that it is possible to drive from New Jersey to Manhattan   
   and pay no tolls by taking a minor detour to the Dunn Memorial Bridge   
   in Albany and then US 9 back to NYC.
