   If someone has too much luggage to manage on their own, it seems   
   like a cab or an app car would be a better bet than a bus. I   
   certainly wouldn't buy a car just to make one pickup a year at   
   Penn Station.   
      
   But my point above was that you'll be able go through Manhattan   
   to reach destinations outside of Manhattan without paying the   
   congestion charge, if you stay on the perimeter roads.
