   Well, yes, that would be pretty dumb.   
      
   But there are plenty of banks that pay over 4% with no minumum balance   
   and no fees.  Bankrate publishes a list every month.   
      
   If you prefer treasury bills, the minimum for Treasury Direct is $100.
