   Surveillance report on Mr. Frederick Randolph Palmer   
   St. John's Newfoundland   
   July 8, 2006   
   The prisoner now lives in Newfoundland and Labrador. He cannot afford to   
   leave.   
      
   "We have him now don"t we?   
      
   " Yes Sergeant."   
      
    "Have you arranged for that bus pass he asked for so he could tend on his   
   dieing Mother?"   
      
   "He did request one last week. We told him there was no one available to   
   talk to him. Then we said we'd leave a message and someone would call him on   
   Tuesday. Of course; No one called."   
      
   "Good! He must be climbing the walls! Did you fix it with his Doctor?"   
      
   "Yeah. Told him good long ago. Told him Mr. Palmer was a W.C.B. case and   
   under no circumstances was he to help him because he was not covered under   
   the Canada Health Act. Therefore we would not pay for any treatment or   
   medication He really didn't want to take him, because he knew the prisoner   
   tried to get help from his former Doctor, who was also a WCB Doctor. We said   
   don't worry we will limit his movements and he won't be able to bother you.   
   We took away his right to take him to court for anything. We then sweetened   
   the pot by offering him $1,500.00 every time he files a report with us that   
   minimizes his injuries. We also said he was an alcoholic so he would be   
   wasting his time trying to help him. I think that one got him."   
      
   "Didn't he know Mr Palmer had not taken a drink in more than thirteen   
   years?"   
      
   "No Sergeant. But I really saw his eyes light up at the thought of getting   
   so much for a report in our favour. He knew Mr. Palmer needed a lot of care   
   but decided the money was worth destroying his life."   
      
   "Yeah, money has a way of swaying ones opinions. Doesn't it?'   
      
      
      
   "How about his Dentist?   
      
   "Well sir that was fixed by just saying we were not responsible. He tried   
   for two years to get the money and sent us bills for $1,700.00. Of course we   
   refused to pay.We withheld a dentist report that said he would need work on   
   his teeth in the future"   
      
   "Good work! What transpired next?"   
      
   "She put him in the credit bureau even though he made a payment on time, and   
   he drove a pizza delivery car to pay it off. Just about killed him going up   
   those apartment building stairs. Ruined his credit too, so he couldn't get a   
   mortgage."   
      
   "Excellent! You are to be commended for your diligence. ( laughter/snicker)   
   I can just see him now. Limping up over four flights of stairs with two full   
   bags of pop and chicken."   
      
      
      
   "How about the Orthopaedic Specialist?"   
      
   "Well that was easy. He sent us a letter saying if he had those injuries to   
   his ankle, then an arthritic process would have started and progressed to   
   his knee. Of course we just withheld from him the reports we have, which   
   prove Mr. Palmer had a severe crush injury to his tendons and ligaments,   
   diastasis, which mean the leg bones were separated from the ankle bones, and   
   the ankle was also broken in at least two places. We also never told him   
   that Mr. Palmer suffered two herniated disks as a result of the train   
   grabbing his belt and pulling him up the track. The belt cut deep into his   
   sides and he required drains in his side for awhile. We withheld the   
   evidence from Mr. Palmer. He never found out until years later when he   
   requested his file. I must say he became very agitated and cursed and swore   
   at us."   
      
      
      
   "Good. We can't give any of the doctors in Newfoundland any medical reports   
   that prove his injuries."   
      
   "No Sir. I wouldn't make that mistake ever."   
      
   "Good man. How about the nose surgeon?"   
      
   "Mr. Palmer called many times. We just ignored him. We didn't let the   
   surgeon have the report saying Mr.Palmers nose was broken in four or five   
   places. The plastic surgeon examined him in Toronto because of the scar   
   under and over his left eye. He said surgery wouldn't help and he could not   
   take all the scars away. So we cut back on Mr. Palmers facial disfigurement   
   award because he wouldn't take an operation."   
      
   "Good work! Officer I must say you are doing a wonderful job at this point   
   and I am going to recommend that you receive a $1,000.00 bonus for your   
   diligence and professional attitude and dedication to your employer."   
      
   "Thank you Sir. I truly hope I am worthy of your good faith."   
      
   "Do you have a summary to your report?"   
      
   Yes Sir. Mr Palmer now finds himself isolated because of his disability,   
   unable to access proper medical care, his Mother is dieing but we won't give   
   him a means to go see her. He is bankrupt. His injuries have deteriorated to   
   the point he can only get out for a few minutes because of pain. He is now   
   selling furnishings to pay bills because his Mother is in the home dieing,   
   He can't work. His credit is ruined. He has had to go to a psychologist and   
   has been hospitalized for depression."   
      
   "Oh yes. I was going to ask you about that. Did anyone check him because of   
   the headaches?'   
      
   "Yes. A specialist twenty years after the accident examined him and took his   
   history. He diagnosed post concussion syndrome which explains the severe   
   migraines he suffered since the accident. It also explains the depression   
   and confusion Mr. Palmer suffers from at times. Of course we had that   
   covered because the report never went farther than his family Doctor because   
   he is one of us. He works for the WCB in Newfoundland and does assessments   
   on injured workers. He won't get any help there."   
      
   "Good! Good! Good! You have all the bases covered! There may be something   
   missing though which could get us caught?"   
      
   "I don't think so Sir. We won't even let him send medical reports to us. He   
   is too poor to afford to get his own and we demanded we have them first   
   before we would help him. He bought a scanner and has the internet for now.   
   We don't supply an email address so he can send updated reports to us. We   
   have effectively hindered his communication abilities. He suffers from   
   hunger because he can't afford food and the internet."   
      
   "Excellent!! This is amazing! You have him tied up so tight he will probably   
   commit suicide, and then we can both enjoy a fat bonus!"   
      
   "Well Sir. I must say I am amazed at his resilience. We made sure he   
   couldn't get an education but he got the internet and a few odd jobs enough   
   to get a couple of credentials. Nothing much just the basics. He is   
   intelligent though. That worries me."   
      
   "How did you ruin his education?"   
      
   Well sir he took his G.E.D., and never studied for it, but got the highest   
   marks that year in Newfoundland and Labrador. In the top five I think. But   
   when he went to University we made sure student loans found out he had a   
   pension and they only would give him $80.00 to live off for four months. His   
   pension was only $200.00 per month so he had to drop out. No one helped him.   
   Then social services put him in their Vocational Rehab program and sent him
