   It does - in hundreds or thousands of years.  My example wasn't meant to    
   mean that hydro is unworkable - only that there are trade-offs.   
      
   The old growth West Coast BC rainforest doesn't function well as a    
   carbon sink.  We could cut it all down and plant new fast-growing    
   forests which would grab much more CO2 from the atmosphere.  But I don't    
   think that trade-off would be acceptable to most people.   
      
   We could do that phony CO2 credits trading shell game with Russia etc    
   under Kyoto.   
      
   Or we could rely less on automobiles.   
      
   I'm not sure that government's grandiose central planning schemes will    
   amount to much if they are afraid to inconvenience the voting public.
