   "The Detroit - Windsor Tunnel is privately owned and operated and is not   
   under the jurisdiction of the Michigan Department of Transportation."

   The company that operates the tunnel is called the Detroit and Canada   
   Tunnel Corporation.  The company is jointly owned by the cities of Detroit   
   and Windsor, and headquartered in Detroit.  The US part of the tunnel is   
   essentially owned by Detroit, and the Canadian portion is owned by Windsor.
