   It may not be that big an error.  It appears that all the international   
   gateways, both rail and highway, are set up as corporations that control   
   only the bridge or tunnel, and nothing else. None appear to be owned by   
   simple government departments or agencies.   
      
   In some cases, all of the company shares are completely owned by government   
   entities, but they are still expected to operate as a corporation,   
   maintaining accounts of expenses, income, profit and loss. It is likely   
   done this way for taxation purposes, and to ensure that all of the costs   
   are properly captured.
