   Some of the NEPA laws cannot be evaded on a project even if no federal   
   funds are utilized, things such as impacting parklands, wildlife   
   refuges, navigable waterways (even by very small boats), historical   
   lands, national forests, and several other types of resources.  The   
   USDOT normally would require a full NEPA EIS process on such projects.
