   Well according to the numbers 58% of the bottles are being returned So does   
   that mean the LCBO gets to keep the rest or do they pay up to the cities?   
   The cities are screwed again -they used to get the recycling$ on the bottles   
   and now lose 58%of that to the LCBO!!!!!
