   That was true in the mid-seventies when I applied.  I was told off the   
   record that I qualified very well.  However they had not filled their   
   "minority" quota that year and could not keep me on the list any longer.   
      
   I can just imagine competency is tossed out the window and with what the top   
   cop got away with not too long ago, honesty and integrity also went by the   
   wayside.   
      
   Fortunately I bet most of the rank and file are still a good crew.  Just   
   more rotten eggs in the basket.
