   If there are costs incurred resulting from an out-of-bounds excursion then   
   the violator should pay them.  Most of these excursions do not result in   
   anything consequencial (except a lot of fun) and are harmless.  Poor   
   judgment is poor judgement, whether you abide by boundaries or not, and not   
   every person who ignores boundaries is looking for extreme terrain.
