   If 40% support one group, and 3 other groups get 20%, then the largest group   
   is in fact the winner and democracy is served.  To that loose end, it works.   
      
   But if what you mean is 40% get a majority government, which is possible   
   then the other 60% collectively decide it isn't so good then tough bananas.   
   This is a known parliamentary weakness.  When parliament was first created   
   in England and later in Canada it was created to appease the masses.  It was   
   created so the aristocrats could maintain power with the guise of a   
   democracy.   
      
   The US said that sucks, and used the republican system instead and had 13   
   states to represent.  They got it right allowing senate by state and   
   congress by the people, and the executive branch leader are 3 distinct   
   active branches of government.  Any one of which can block the others.   
      
   One super huge problem in changing the Canadian system is finding an   
   insightful, non-egotistical, not power hungry sociopath that can pull   
   selfish Quebec back into equal partners.  Not going to happen.   
      
   To bad Sir John A McDonald was a drunkard old fool surrounded by other   
   drunks.  They screwed up in how they structured Ottawa.   
      
   If we were to correct the issues it is going to have to come from a   
   provincial initiative, and a province with power.  Likely BC, Alberta or   
   Ontario.  But Alberta is best positioned with this am I how Stelmach sees   
   this.   
      
   For if Alberta say voted 80% separation on Jan first 20xx due to tax rape,   
   poor representation and inactive senate.  The government in Ottawa would be   
   forced to recognize the potential loss of Alberta tax revenue, including   
   some $16 billion spilled over to Ottawa.  At such a time Ottawa would have   
   to put some meaningful effort into change.  Until this happens, Ottawa has   
   zero motivation to change and pays only lip service to it.   
      
   BC and Ontario could also do it.  Hope someday we get a premier with a   
   vision.
