   Crime has dropped in Alabama when the chain gangs were brought back.   
   The last thing criminals want to do is learn how to work.   
      
   The system is sort of ass backards.  If rehabilitation matered at all,   
   and wasn't an excuse to hire useless over paid civil servants, then they   
   would take willful offenders and just sentance them all to life.   
      
   To get parole, takes a minimum time served where they have to show they   
   can productively hold down a job.  Yep, work, like the rest of us who   
   pay for it.  If they can be productive at a job long enough, and the   
   minimum time has been served they get out.  If they screw up, late for   
   work or refuse to work they can expect to die there.   
      
   And if the system gets too crowded with willful murders etc., start   
   offing the worst.  Kill kids, refuse to work, next up to make space for   
   the next.
