   Maybe not a deterant. But does prevent innocent deaths, repeat offenses   
   and the cost of keep.   
      
   Do you want to take in the likes of Vince Weiguang Li? Heck, doing in   
   Tim McLean in a muslim tradition of beheading while alive was his second   
   offense. Might actually want to ask Immigration Canada why they took   
   him in from teh Chinese nut bins.   
      
   He will be out, and I am sure looking for a place to stay and plan his
