   According to Wikipedia, Canada now has laws which - when taken together - are   
   equivalent to the US RICO act:   
      
   "In Canada, the Royal Canadian Mounted Police and the Office of the   
   Superintendent of Financial Institutions enforce rules and regulations that   
   cumulatively are equivalent to RICO."   
      
   I would like to ask, if the federal government behaves in a manner consistent   
   with organized crime in achieving similar ends, then can it be charged with   
   racketeering?
