Harassment has been the new buzz word in Canada for the past week. Often it is   
   qualified as sexual, mental or just straight bullying. As a stand alone term,   
   sexual harassment is ambiguous.   Is a look, heckling, touching or physical   
   aggression being    
   referred to?   
      
   Four years ago the Constitution Committee in France struck down the Law   
   Concerning Sexual Harassment saying that it was unconstitutional because it   
   did not cite a specific offense. They claimed the term was too general.   
      
   The recent uproar among Canada's federal political parties is a good example.   
   What was the offence that actually took place?
