   As usual, you don't even understand the legislation that you quote and post   
   here.   
   Provinces can make decisions on exploration and development within their own   
   provincial boundaries,   
   but when it comes to EXPORTING those natural resources, they come up against   
   not only federal and NAFTA   
   legislation, they also come up against environmental rules and international   
   jurisdictions.
