   Wynne's government was the least able in Ontario history ... not that Wynne   
   had a lot of back-bench talent to deal with ... and we know this because Liz   
   Sandals kept her cabinet job until after she announced that she wouldn't run   
   again.   
      
   Wynne only had one tool in her toolbox:  MONEY!  Whatever the problem, the   
   solution was to throw money at it.  And she threw a lot of money at   
   everything ... so Ontario's debt is over a third of a trillion dollars, and   
   even at today's low interest rates, debt servicing is the fourth biggest   
   item in the budget, at $13.3 billion, trailing only health, education, and   
   social services.
