   Ontario's problem is that, partly because of rent-controls that made it   
   uneconomic, people haven't been building rental units:   
      
   - there are more purpose-built rental units in Ontario that are over 60   
   years old than there are units under 40 years old;   
   - 60% of the rental stock was built between 1960 and 1979;   
   - more than 80% of the rental stock is at least 40 years old;   
   - fixing the problem won't happen overnight because it takes years to plan   
   and build rental apartments - in the case of a construction project near us,   
   4 years between the zoning change notice and occupancy.
