   Cancelling a future tax increase that the previous government hadn't yet   
   implemented isn't a tax cut.   
      
   But if you want to argue that it is, it was more than paid for by all future   
   Wynne spending plans that were cancelled too.   
      
   And lordy ... the whinging about that was spectacular ... "Kathleen Wynne   
   promised us this during the election campaign, why aren't you giving it to   
   us after she lost?"
