startup.cmd on your boot hdd right below config.sys

If it doesen't exist; 'echo ..>>startup.cmd'
Remove the two dots while editing. Otherwise you'll get an error of theese
dots.

Use full paths, because most of config.sys isn't load to the environment on
this early booting stage. Propably you've got to script some timers to launch
programs, this depends on your environment.
