Yes it can be done directly from PCBoard without any external software
except SIO because I have done it very long ago by just using PCBoard
and SIO.

If I remember it correctly there is software in the SIO package that I
used to connect to internet but I don't remember if I used the connection
for anything else than just mail.

You have to excuse me for not remembering all the details after many
years. I would love to give you better advice.
